Apple has released iOS 13.7 and iPadOS 13.7 which introduce support for Exposure Notifications without the need to download an app.
iOS 13.7 lets you opt-in to the COVID-19 Exposure Notifications system without the need to download an app. System availability depends on support from your local public health authority. So, aside from halting adoption of new jailbreaks (ie. security concerns) the ONLY thing this offers is the no-download contact-tracing feature. If you’re concerned, it’s easy enough the download the app yourself. Overall, the ONLY reason for the upgrade are worries of users jailbreaking.
