Apple has begun implementing new App Store requirements for Texas users following the enforcement of the state's App Store Accountability Act (SB 2420). New Apple Accounts created in Texas are now subject to the law, which requires age assurance and parental consent for minors. The requirements take effect starting June 4, just days after a federal appeals court lifted a preliminary injunction that had blocked the law since late December.
Apple told developers that new Apple Accounts in Texas are now subject to the law, which mandates age assurance for downloads, Apple In-App Purchases, and "significant changes" to an app. Parents or guardians can also revoke consent for any app they previously approved for their child.
To support compliance with the law, Apple has provided several new APIs for developers. The Declared Age Range API provides age category information for eligible users, while the Significant Change API under PermissionKit can be used to obtain renewed parental consent when an app undergoes a material update. Apple has also introduced a new StoreKit age rating property type and an App Store server notification for consent revocations. Developers remain responsible for determining what constitutes a significant change, and Apple is providing a sandbox testing environment to help validate implementations.
The activation marks the latest twist in a contentious legal battle. Governor Greg Abbott signed SB 2420 in May 2025 despite Apple's lobbying campaign, which included a personal call from CEO Tim Cook urging a veto. In October, Apple detailed its developer tools for the law, but a federal judge blocked enforcement in December, calling it "more likely than not unconstitutional." Earlier this week, on June 1, the 5th U.S. Circuit Court of Appeals stayed that injunction pending appeal, allowing Texas to enforce the law while the constitutional challenge continues.
The requirements currently apply to new Apple Accounts created in Texas. The law also covers Google's Play Store, and similar age-assurance bills are advancing in other state legislatures as federal privacy legislation remains stalled.
