Apple is dealing with an outage that is affecting multiple iCloud services and Photos.
As noted by numerous users on Twitter and confirmed by Apple's system status page, users may experience issues with iCloud Backup, iCloud Bookmarks & Tabs, iCloud Drive, iCloud Keychain, and Photos.
Apple has not offered any details on the cause of outage, only saying that affected services may be slow or unavailable.

This been going on for years and their just now making it public!!! I done lost thousands of photos messing with this iCloud storage and it’s nothing we or they so they say can do about it… it only works for law enforcement sometimes
