Listings on Apple's online store confirm the 70W USB-C Power Adapter is not included with the new laptop in countries such as the U.K., Germany, France, and Spain. Customers in the U.S. and markets outside of Europe will continue to receive the power adapter with their purchase.
Apple is still including the USB-C to MagSafe 3 cable in the box for all customers. For European buyers who need a power adapter, Apple sells the 70W USB-C Power Adapter separately for £59 or 65,00 €.
The move is purportedly part of Apple's broader strategy to reduce electronic waste and meet its environmental goals. The company has gradually stopped including power adapters with many of its products, most notably the iPhone.
The trend has extended to accessories as well. The new AirPods Pro 3 also ship without a power adapter or even a USB-C cable.

Apple is becoming terribly cheap not delivering the accessories that the customers are entitled to. Arguing that not shipping the wall adapter is “green” is the biggest nonsense ever.
