Steve Jobs has responded to a customers email asking why the iPhone 3G didn't get wallpaper backgrounds on the homescreen.
-----
Hey Steve! I just upgraded my iPhone 3G to iOS 4 and was really looking forward to setting a background on my home screen. Guess thats not happening, but Id like to know why.
See, I get why you dont include multitasking. My iPhone gets pretty hot when certain apps run, couldnt imagine how multitasking would fry my phone.
But the background thing, I dont see how that would be memory intensive and/or battery draining. It doesnt seem like that feature needs to be exclusive to the 3GS and 4G."

"The icon animation with backgrounds didnt perform well enough."

If you still would like homescreen wallpaper despite the icon animation that "didn't perform well enough" you can follow this tutorial.
