AT&T says it has substantially strengthened its 3G network in New York City by deploying spectrum in the 850 MHz band.
Seth and an AT&T network engineer overview the substantial strengthening of AT&Ts 3G mobile broadband wireless network in large portions of metro New York City, Long Island and New Jersey, where it has deployed spectrum in the 850 MHz band. As a result, customers in these areas should experience better connectivity, performance and enhanced in-building wireless coverage.

Yeah it's true, 850mhz is superior to 1900mhz when it comes to in building coverage, but Physics 101 tells that the lower the frequency, the further it travels, the less bandwidth you get.
So, in a dense area like New York, you are giving up on capacity but switching to signals that travel further away. 850mhz is just a shortcut to provide more coverage area, with less service quality. In today's world, cell phones require more bandwidth than ever. Nobody I know is really talking on the phone as much as they download data on their phone.
