Apple has released Xcode 4 as a free download for registered developers and as a $4.99 download in the Mac App Store.

Interestingly, XCode 4 is free for direct download if you have a dev account. So, I guess the $4.99 is for those who didn't buy a dev subscription or who prefer the easier update feature offered by the Mac App Store.
