Apple has just released iOS 7.1 beta 4 to developers for download after it was rumored to launch tomorrow.
The update is available OTA at 112MB build number 11D5134c.
Apple has also posted Apple TV software beta 4 and Xcode 5.1 beta 4.
We are downloading the update now to see what we can find, but if you see anything, please let us know in the comments.
Update: No major changes in this beta, so we assume its mainly performance enhancements and bug fixes. The 'slide to unlock' text has been tweaked a bit to be a bit 'shinier' as well as the 'slide to power off' texts. Also, the Messages app no longer indicates "message failure" immediately after sending (thanks Yousefq25).

Not sure if this is new in beta 4, or if it was already added to a previous beta. But notification centre now says "no new notifications" and "no missed notifications" if you have none.

What would make everyone jump on to iOS 7 and stop the downgrading and end whiny posts is that we need Apple to move every look of iOS 6 apps, Siri (along with voice), control center, and every old built in app design to be moved to iOS 7 so it can be customized in hundreds of ways between old and new look, like old apps with new control center for example. If you all want we can also get 7.0.x iPhone call, message, and lock screens moved to 7.1.x

In beta 3 when user busy if you press power button and lock phone, it freezes and have to restart phone, now its not there. Still while in beta 1, 2 & 3 background data for itunes account seems to continue syncing... Don't know what it has been doing eating up all data, have to see this time. (In about 8 hours even if no app is used phone is kept locked, it had consume about 30MB of data)

@iGlassGuy That's why you don't install a beta on a primary device. Doing so removes your right to complain about bugs :-)

Now, when you press the bottom of your screen while scrolling in Safari, the bottom bar will appear.

It's supposed to do that, but it thinks you scrolled off then on to the screen, this always happens in built in apps.

But to see the Safari bottom bar, you needed to scroll up. Now, you just have to tap the bottom of your screen.
