iPhone 4S/5 at WWDC Unlikely, iOS to Get Revamped Notifications and Widgets?

TechCrunch has reasserted their prediction that there will not be a hardware release at WWDC and offered a few more insights on what can be expected.
The site believes that Apple is persuadingjournalists to attend WWDC because they will reveal major changes to both iOS and Mac OS X as well as their anticipated cloud service.
Remember, this isn't just about iOS 5. This is about Apple's entire software backbone. iOS and OS X are both about to receive massive upgrades at the same time. And both will likely be extensively previewed at WWDC. Add to this Apples cloud announcements (which may or may not include the "iCloud" music stuff) and you suddenly have a WWDC that looks anything but boring, new iPhone or not.
iOS 5 will reportedly feature some Nuance technology but not for Voice Control and a completely revamped notifications and widgets system.
Apple isn't (as always) going to leak out its hardware launch date. With rumors that iPhone 4S or 5 will be launched in september, this time WWDC will likely to exhibition of Apple's new technology and future works.
If the release is in september then I can totally see them announcing the hardware at this event. Remember, it doesn't have to be through production to present only has to be finalized. If the product is coming out september then the R&D is done and the testing is likely finished. It has to be before they can order parts and ramp up the production.
Heck, it may be in production. The white iPhone just came out without anyone knowing the date or status of production. Same thing with the verizon iphone. Their were rumors but then it just came out.
