The iOS App Store is already being pushed iCloud functionality with the appearance of a new 'Purchased' section that lets you quickly download applications that you've purchased on your iTunes account but not installed on that particular device.

You have to be on 4.3.3 and there's toggles in the settings> store.

Actually, I have it too and I'm on still 4.3.2.
iCloud also works for iOS iTunes app too.
