In a strange move, AT&T has increased the price of the iPhone 3GS to $0.99, reports MacRumors. The device was previous offered for free and is still free if purchased through Apple.
It's unclear why AT&T has started charging such as small amount for the device; however, one MacRumors forum member suggests that it may be a fraud prevention technique.
"I work at AT&T, this is being done to help prevent fraud as the 99 cents cannot be billed to your bill. It must be charged to a credit or bank issued debt card. Fraudsters are using stolen identities to steal these handsets ... been an issue since they went free."

Working in Vegas, I see a lot of concerns regarding identity theft and fraud where personal information is compromised. It's a serious issue when credentials are used improperly.

Let me give you an example of the frustration. Sometimes AT&T overcharges customers due to errors. If a customer enters a dispute and refuses to pay for services they did not use, AT&T may charge interest and terminate the agreement, which creates a difficult situation for the user.

Its because in Puerto Rico we have the iPhone 3GS for free and the iPhone 4 8G for $50.00 USD and the iPhone 4S starting at $99.00 16g. That is why I am unhappy with AT&T.
