Making your apps available through the Volume Purchase Program allows businesses and education institutions to purchase apps in volume for their organization. You can also offer custom B2B apps to business customers who have a Volume Purchase Program account.

Well i think Its like any other software we purchase! Like i own a company with 100 employes all having PC' ill go for volume license programs or OS from Microsoft! Just replace their deals with APPSs and u'll get it ;)
