Apple has posted the first beta of iOS 7 for developers to download.
The build number is 11A4372q and firmware is available for the iPhone 5 (Model A1428), iPhone 5 (Model A1429), iPhone 4S, iPhone 4 (GSM Rev A), iPhone 4 (GSM), iPhone 4 (CDMA), iPod touch (5th generation).
Developers can download the beta from the link below.

I tried iOS 7 for 4 days on my iPhone 5. It has many problems (apps crashing, WiFi keeps going and use much more data, apps freezing etc.). Stay away unless you are a developer. I went back to iOS 6.1.4. Wait until it gets better and stable. There is not a whole lot to gain right now.

Guys, my upgrade task went very successful, however, most of the apps updates are not working :(, they kept trying to update but with no success and you can't even open the apps after all. my apps are stuck, any solution for this?? please!!

Yes. You must have a developer account for $99 a year. See developers.apple.com and click on "Programs" at the top...

This was happening to me, but I went into certificated and poked around a bit and now it works. I did not actively change anything so I'm not sure why it ungreyed?

That's it exactly, I accepted the license agreement which was appearing in a red link on the main dev center page.
