Amazon has filed an application with the Federal Communications Commission to launch and operate a low Earth orbit satellite system that would provide voice, messaging, data, and emergency services directly to compatible mobile devices. The constellation, part of the Amazon Leo network, could eventually expand satellite services for Apple devices as Amazon integrates the Leo and Globalstar networks. If approved, the network would consist of up to 5,105 satellites, with deployment targeted to begin in 2028.
The filing, which Amazon detailed in an official blog post, outlines a direct-to-device service that will partner with mobile network operators to extend coverage into areas beyond the reach of cell towers. The satellites will use L-band and S-band spectrum to communicate with devices, while Ka-band and V-band links connect the network to ground stations. Amazon says digital beamforming, adaptive modulation, and other onboard signal-processing technologies will maximize spectrum efficiency while minimizing interference with other operators.
Under the proposal, the new D2D system will operate alongside Globalstar's HIBLEO and C-3 constellations, as well as Amazon Leo's first- and second-generation broadband networks. The proposed network builds on Amazon's planned acquisition of Apple's Globalstar stake, part of the company's broader $11.6 billion Globalstar deal. Once the transaction closes, Amazon expects to continue supporting Apple's existing satellite services, including Emergency SOS, Messages, Find My, and Roadside Assistance via satellite, while collaborating with Apple on future satellite services using the expanded Leo network. Amazon currently has more than 390 broadband satellites in orbit and expects to begin rolling out fixed satellite internet service later this year.
The constellation will be distributed across five orbital shells at altitudes between 510 and 580 kilometres, with three focused on densely populated mid-latitude regions and two extending coverage toward high-latitude and near-polar areas. Amazon says the network is designed to reach smartphones with built-in satellite support, enabling personal communications, disaster response, IoT deployments, fleet management, and remote operations.
The FCC application is the first regulatory step toward deploying the constellation, with launches planned to begin in 2028 if approved. If approved, the network would put Amazon in more direct competition with SpaceX's Starlink Direct to Cell service while extending satellite connectivity to smartphones around the world.
