He clearly states towards the end of the video that right now there is no way to incorporate the 3GS camera into facetime.
That's hardly what i would call "full facetime" as your write-up claims.

Not to rehash this posting for those that can read but....
If you read the whole write up, you will notice they state that the video was posted Yesterday, when only audio was working. The first part states that Today, iTarek, tweeted that the video capability is now working.
So the synopsis, video yesterday, audio only

You need to learn how to read properly! He said in his Tweet "We made the camera works on 3GS for FaceTime call." He also said this video had been posted yesterday, and he clearly stated that the camera wasn't working at THAT time. Again, according to the Tweet, today, a day after the video was made, the camera is working now.
Did you even read the first sentence where it says that he enabled FaceTime "video?"
