Apple has announced that iOS 8 adoption has reached 69% as measured by the App Store on January 19th. That's an increase of just 1% from January 5th when Apple last measured the number.
It appears as though adoption levels have slowed down following the 4% jump attributed to holiday sales of Apple devices.

Does this include devices that can't be upgraded to ios8? If so that's pretty stupid as it's never gonna reach 100%

IPad 2 running 7. No way am I going to 8. Reporting these numbers means people are using old devices. I won't upgrade my iPod touch or my iPhone 4 & 5 either. Yet they get used for music throughout the house.
