Developers Already Submitting Apps for iPhone OS 4.0?

A prominent app developer has revealed to Cnet that they have already submitted an application for iPhone OS 4.0.
The message includes the following snippet: "Just wanted to give you a heads up that we've submitted an updated app for the new iPhone OS 4.0 software."
An imminent iPhone OS 4.0 isn't much of a surprise; however, it is interesting that Apple has contacted certain developers to update their applications before a public release or announcement of the SDK.
It has been rumored that Apple may be keeping the 4.0 SDK under wraps because it contains too much evidence of a tablet computer. On the other hand, Apple could just need a few apps to demo the new SDK with.
