Apple has resolved an issue which prevent iOS 3.1.3 users from downloading new apps via the mobile App Store, according to posts on the Apple Discussion forums.
The bug received media attention yesterday as reporters questioned whether Apple was dropping support for the older OS. It now appears as though everything is working fine again and users will not need to update from 3.1.3 to a newer firmware version.

Loool for last post !! Nah it was no issue, apple claimed ro be an issue, this was no bug ! The staff wanted to ban old phones and make them buy new phones cuz of its loss in market cuz the 4s want a huge success. Its losing now ;b analyse it u ll find the reason its obvious.
