Apple TV Delayed By Weeks, Expedited Shipping Refunded

Apple's ship date for the Apple TV has slipped from September to 2-3 weeks from now. In addition customers who paid for expedited shipping are now being given refunds.
According to AppleInsider, Apple has been sending out the following message:
"Our records indicate that when you placed your order you paid for upgraded shipping. Due to a delay, we may have not been able to meet our delivery commitment."
The email continues to say that Apple has "processed a refund for the shipping charge on your order. Please contact your card-issuing bank for information on when the credit will be posted to your account."
What is it now? Just like the white iPhone, manufacturing problems with glass or somethin?
Ridiculous, Apple shouldn't plan on releasing stuff so quickly then face numerous production problems.
